Revisiting the PERT mean and variance

چکیده
Difficulties with the interpretation of the parameters of the beta distribution let Malcolm et al. (1959) to suggest in the Program Evaluation and Review Technique (PERT) their by now classical expressions for the mean and variance for activity completion for practical applications. In this note, we shall provide an alternative for the PERT variance expression addressing a concern raised by Hahn (2008) regarding the constant PERT variance assumption given the range for an activity's duration, while retaining the original PERT mean expression. Moreover, our approach ensures that an activity's elicited most likely value aligns with the beta distribution's mode. While this was the original intent of , their method of selecting beta parameters via the Malcolm et al. 1959 PERT mean and variance is not consistent in this manner.

An Approximation for the Activity Duration Distribution, Supporting Original PERT
The Program Evaluation and Review Technique (PERT) has been widely used as a tool for project management. In PERT analysis the activity time distribution is assumed to be a beta distribution, and the mean and variance of the activity time are estimated. The activity mean and variance are very useful to find the expected project duration and variance of the critical path. By generalizing the ass...
متن کاملRevisiting the Effects of Growth Uncertainty on Inflation in Iran:An Application of GARCH-in-Mean Models
This paper investigates the relationship between inflation and growth uncertainty in Iran for the period of 1988-2008 by using quarterly data. We employ Generalized Autoregressive Conditional Heteroscedasticity in Mean (GARCH-M) model to estimate time-varying conditional residual variance of growth, as a standard measures of growth uncertainty. The empirical evidence shows that growth uncertain...
متن کاملEstimating the Mean and Variance of Activity Duration in PERT
The traditional PERT (Program Evaluation and Review Technique) model uses beta distribution as the distribution of activity duration and estimates the mean and the variance of activity duration using “pessimistic”, “most likely” and “optimistic” time estimates proposed by an expert. In the past several authors have modified the original PERT estimators to improve the accuracy. In this paper, on...
متن کاملA note on the reasonableness of PERT hypotheses
In this paper the expression for the mean in the PERT method is considered. This mean involves a parameter k, that sometimes has been set to 4. Insisting on the similarity between the beta and the normal distributions, certain hypotheses are proposed that lead to k necessarily being exactly 4. More speci6cally, by using the moments of the second and fourth orders, it is shown that the usual bet...
متن کاملExpected Duration of Dynamic Markov PERT Networks
Abstract : In this paper , we apply the stochastic dynamic programming to approximate the mean project completion time in dynamic Markov PERT networks. It is assumed that the activity durations are independent random variables with exponential distributions, but some social and economical problems influence the mean of activity durations. It is also assumed that the social problems evolve in ac...
